I have a recreational cabin with no well. I have to truck water in and dump it into an elevated, pressureless, holding tank. If I connect a hose from the holding tank to the electric hot water heater, will the heater work OK, or does the water have to be under more than gravity pressure?

Of course it will work. How well the entire plumbing system will work will depend upon just how much higher your storage tank is than the plumbing fixtures.

It will work fine. Just don't let the water heater run out of water because the elements will burn out.
