Heat Pumps and Electric Heating - Sequencer and limit switch question

15 KW basic electric furnace (20 years old).
Plain thermostat.

2 questions:

1-
I've installed pilot lights in parrallel on each of my 3 heating elements to help me understand why my furnace is not alway providing sufficent heat.
When I ask for heat, the FAN start first than after 5 seconds, ONE element quick ON and at time the 2 remaining, who are actually working on the same sequencer, dont quick on.
How long should it takes for the 2 last element power up ?
I wonder what is it inside the sequencer that is actually make the delay? Does it actually has to be a defective sequencer or there's something else I should check ?

2- I also wonder if I can adjust my Fan limit controls in order to increase the temperature at witch the controls cut the heating elements. Because when my 3 elements work, it doesnt take long that the limit controls open the circuit to shut all the elements.

There is 2 Fan Limits controls with rotary disc. The only thing I can adjust on these is: FAN quickon quick off temperature.
I cant see no other adjustment.
