:o Help, I'm in a mess.... someone painted latex over oil based(interior woodwork) and it's pealing off in some spots.
No, I don't want to sand-off all the latex, there are "miles" of wood trim, baseboards, etc.

Can I "de-gloss" the latex and repaint ? Should I prime with oil or latex, and repaint with oil or latex?

You need to remove ALL of the failing paint. If a particular board or patch is holding, you can leave it alone for now, but EVERYTHING that is peeling or loose at the moment HAS to come off. There is no shortcut around this. (You may, however, have more peeling later.)

Afterwards, prime with a bonding water-base primer or the oil-base primer of your choice, and topcoat with a quality trim paint.

I agree, there is no magic bullet to bind the latex over top of the oil enamel. After removing the failing latex and sanding - latex may adhere but it is always best to use a solent based primer.
