I have to replace the shift fork rod assembly on a Peerless transaxle #920-017, How do I determine what position is neutral in the transaxle to reinstall the shift fork.

The shifter is an inline type shifter, it does not matter what position the shift fork is, as long as it is properly engages in the shift collar.

Thanks 30 YearTech what I meant to say is were does the shift collar have to be positioned before reassembly.

It does not matter what position the shift fork is, as long as it is properly engages in the shift collar. The shift fork will fit into the collar in all gear positions, I usually use neutral or the first gear when I reassemble them, but it will go back together fine in any position.
