Toro model 22662 self-propelled mower. (Has the brake bar that must be pushed down to engage blade.)
1. Engine "gasps" at all but the very highest speed.
2. Self-propelled speed control not working. Only one speed. Will not go into neutral, either.

The model number you have posted shows to be for a Toro Dingo utility tractor and not a lawn mower.
The engine problem most likely is a carburetor issue, and I suspect the shifter cable may need to be replaced to resolve the speed selection problem for your self propel.
