Hi- We got flood damages in the basement and are in the process of getting new carpet and padding.
The question I have is about the tackstrips. The wood looks moldy (dark) and the nails rusty.
Some people say I should have them replaced, some say that it will damage the cement and I shouldn't. What shall I do???

Leave them. They will dry out if they are not dry already. It will tearout the concrete and make it a bear to put the new strip in. If tackless needs to be replaced, just put new strip up against the old strip and leave it alone.

If they are water damaged, they need to be replaced.
Damage to the concrete is minimal, if done right and what damage is done from even a hasty removal, is easily corrected, with a little portland cement patching compound.
