I'm renting two rooms in the basement of someone's home. I have free reign to decorate, paint, etc. as I please... The problem is that my living room has a very, very tiny window, my bedroom has none at all, and both consist of concrete brick walls! How do I create a warm and creative living space in such a sparse and cold area?

First issue (and it is not related with decoration)--> usually, to get an habilitation , bedrooms in a basement must have an egress window, so check the regulations in your County
