Decks, Patios, Porches and Docks - Sticky Wood and White Streaks?

We just repainted our deck with solid stain. We also replaced a few boards. The new boards were fine at first, but after a couple of days they have shiny spots and the spots are sticky to the touch. I repainted one of the boards and it was fine at first. But a few days later the shiny spots came back and it is sticky again. I believe the contractor used pressure-treated pine. He used Pratt and Lambert Solid Acrylic Deck Stain. Was he supposed to prime it or something? What do I do now?

A second question. Some of the older boards show white streaks in the grain...but only when baked in the sun. The white markings go away when cooled. I never saw that before. Any ideas?

Fresh PT lumber needs to dry before any coating is applied. This can take as little as a few weeks or up to 6 months. it would be best to leave those boards be for a while, let them dry out from the PT process and stain them in a few months.

I don't know about the white streaks, what color is the stain?
