I put EVA (Ethyl-Vinyl Acetate) foam padding over my concrete patio and used gorilla tape to hold down the seams, not even a week later the tape is coming loose.

any other way to hold this stuff together or down to the concrete (outside)?

You are probably getting moisture from the concrete and it is releasing the adhesive on the tape. It may be good to use a brush on adhesive, even contact cement. Just make sure the concrete is dry and clean before you apply the adhesive.
