My gas range/oven has always had a slightly less than adequate flame. It will do fine to boil water and for most cooking circumstances, but if I ever wanted to saute or stir fry it just doesn't get hot enough. Nothing is broken per se but I have never seen anybody elses gas range that had my problem. Usually when you talk about gas ranges, its biggest attribute is high heat and even distribution. Mine however, fares worse than my friend's electric range. It came with the house so it is no more than 7 years old.

Is there a way to enable more gas to get to the range or is this a problem with the range itself?

The first thing I would have checks is to make sure you have proper flow pressure at the range. This is done with a water manometer attached to the piping as close as possible to where it enters the range. Then with all the burners on, your pressure loss should not be below that specified for the gas being used.
