My deck was painted last year and scratching off in places. Can I lightly sand the surface and apply a wood stain to get the look of the grain back?

Welcome to the forums!
Wat type of paint did you use? brand? oil or latex?
You might be able to use a solid stain but unless you can completely remove the paint you won't be able to use a toner or a semi-transparent stain which allows the grain to show.

Is this deck paint a porch and deck enamel or a latex deck stain?
Most big box coatings are stocked because of price not quality. The better coatings will be found at your local paint store. Generally price is an indicator of quality. You are probably limitted to either touch up what you have or waiting a few years and see how much can be removed and then possibly using a semi-transparent or a solid stain.
