I have cheap shutters that do have open spaces between the "louvers" and are hollow in the back where they meet my aluminum siding. I have scores of yellow jackets nesting behind them. I have used up about 20 cans of Ortho spray killer. Any way to keep them from coming back????

try putting some mothballs behind the shutters, or you can caulk the openings, stuff with window screening, something like that.

And they probably aren't yellow jackets, but common wasps. Yellow jackets bury in the ground with two holes, one in and one out for emergencies. Nonetheless wasps sting, too. 20 cans of wasp spray, wow, you've really gone through alot. Hope all that petroleum distillate hasn't compromised your shutters nor the finish on your siding.
