Just bought a house that has a DSC Power Series 1616 alarm
in it. The Installation Guide is with the alarm, but I can not
access the programing. The original installer has most likely
changed the factory defalt code.

Is there any way to reset this to factory defalts. The phone
line is not hooked up, and I do not plan to use the monitoring
feature anyway. Just want to use the chime feature, and
stay feature at night.

Most likely board is locked, because I tried that with no
reslults. Still locked, and 10 clicks on power up.

Congratulations, it's a paperweight.

Short of a lucky guess at the installer code, your only path is to replace the motherboard (which is still much cheaper than a full system swap out...)
