I just moved into a new house with a DSC PC1616. The manual is not especially helpful. There are no lights on at all on the panel ( yes, i connected the battery ). I do not intend to get monitoring yet. I just want the doors and windows alarmed.
A) Is there a way to test the battery ?
B) Is there a way to find my access code ?
C) Any helpful suggestions at all ?
i'm new to alarm sysyems, but at least moderately comepetent with tech stuff. :coffee:

If the system has never been powered up, or has been fully powered down, you have to plug in the wall transformer, as well. These panels will not "boot up" on battery power alone.

The good news is that the system is probably still set to factory defaults. The bad news is that the system has never been fully connected or configured, and I will bet that your door and window contacts are either not installed, or never had the _magnet_ half of the contact installed.
This looks like a builder's prewire.
Unplug the battery. The system will not start up without getting AC power first, and those batteries will drain and die if left hooked up (and run 25+ dollars a pop).
You will have to start by determining whether you actually have contacts in place, and which wires go to which openings, keypads, etc. It's not super difficult, but it _is_ tedious even when you have a list of what wires go where.
Depending on your electrical knowlege and skill and available tools this can be simply annoying, or it can be really hard.

It is almost certainly the builders prewire. We bought the house brand new about 2 months ago. The window contacts are installed one part on window, one part on frame, no door contacts at all. There is what appears to be a motion sensor covering the living/dining rooms.FIO

Look carefully at the door frame. There is probably a 3/8" pressfit contact in the door frame, usually in the top header near the latch side.

Again, your best course of action really depends on the tools and skills you have.
Read through the posts about DSC PC 1555 and PC5010 systems. Your system is an update of the same base technology, and uses 95% of the same programming configuration.
