It looks like 2 windows are getting a milky film on the inside of the windows, between the glass's. Im guessing a window seal is busted. Can i take window apart and clean inside and seal them back up? They are the fold in double hung windows.

no. When an insulating glass unit fogs up, it must be removed and replaced as a factory sealed unit.

What sleeper said. But there may be a warranty on the glass units. Can you find a manufacturers name anywhere, on the latches, around the seal of the glass, etched on the glass, sticker on the sash edge, etc.??? Warranties can run from 10 yrs to lifetime. And on some windows the glass can be fairly easily replaced, on others, the whole sash must be replaced. Depends on the manufacturer.
