I have an antique bow front dresser made of oak. I was going to refinish it but I the side panel looks as if it was made of veneer. It looks like it probably suffered from some water damage as the oak finish has pulled away from the side board. It has verticle cracks and it looks like it has bubbled. I tried putting glue between the cracks but it is still raised.

Can this be fixed?

I'm okay with painting this dresser if not. Do I dare rip out the oak veneer so I can paint on a flat surface? What type of boards were typically under these veneers?

Thanks for your guidance.
