Turn the water off to the faucet beneath the sink and take the hot valve out. You probably have a bad washer that is restricting the water flow. Which way the handles turn varies from mfgr. to mfgr., and exactly which valve stems you have in the faucet. Some are available with either a right or left turning stem and are interchangable.

It sounds like the O ring inside the valve might need replacing. Remove the stem and remove the bonnet(the nut that held the stem in)and check to see if it has an O ring(a small rubber donut), if it does take it to a hardware store to match it. Buy some grease also and put it on the O ring and the threads.
Also some times a faucet whose handles turn off and on opposite each other will have lever handles. Hot turns on counter-clockwise cold turns clockwise.
