I am going to construct footers 1 foot high. Would using 4" and 8" block to construct them, laying the 4" block first and then the 8" block on top, filling with concrete and standing the anchor bolts in the openings in the concrete for anchoring the floor sill be an appropriate way of constructing the footers?

Is the block supposed to be acting as a retaining wall?

What are you trying to do and where? House foundation? shed base? retaining wall?

What are the anchor bolts attached to and what are they supposed to be doing (uplift, sliding, wind, etc.)?

Are you building a 12" high stem wall on a footing or are you using the block wall for a footing?

I assume by 4" and 8", you are referring to the height of the block and not the normal terminology which generally refers to the thickness. Are the 4" hogh block solid for a solid base?
