I just had a contractor remove a thick step and a small walkway with a jackhammer. Before pouring the new step, he included large chunks of the old concrete, presumably to save time, concrete and effort. Is this OK? Wouldn't it have been better to have all new, freshly-poured concrete? Did I get cheated?

as long as it is no closer than 2 in to the surface it is good, should not cause any weakness at all.
