Last autumn we had a new brick courtyard installed at the entrance to our home and a level brick platform was built for a water fountain. Any efflorescence from the new brick disappeared over the autumn and winter. This summer we installed our fountain. The random splashing from the fountain leaves a circle of moisture around the fountain on the brick. This is causing a very slight white coloring of the brick. The bricks have not been sealed yet. Is this discoloring an efforescence or is it just the chemicals left behind by the evaporation of the tap water used to refill the fountain? Either way how can the bricks around the fountain be restored?

Both. First you need to adjust the fountain to eliminate the splashing. After it drys, you will need to clean the brick, then you should seal them, although sealing will not prevent the problem if the splashing is not resolved.
