What is the best way to clean aluminum windows? Mine are dull looking and are not smooth. Any suggestions would be greatly appreciated. Thank you.:)

"Dull looking and not smooth" to me sounds like the aluminum has oxidized or pitted. Steel wool and elbow grease will get it smooth and looking good but it will remain that way for long. Some have suggested putting on a coat of car wax after you've cleaned them with the steel wool. Try a sample before attempting the entire job.

If you are in New York, it is time to consider new windows. Those aluminum windows have the energy efficiency of......nothing. They look bad, conduct cold/heat into the house, and are usually VERY drafty.
