is it ok to plaster over newly painted joint compounded drywall (probably regular sheet rock maybe MR or Bl Bd it's in a bathroom)

Welcome to the forums!

I don't know about plaster but there is rarely a prolem applying joint compound or a setting compound like durabond over painted dryall/plaster. If the paint has any gloss, it's a good idea to sand it first - helps the mud to stick to a slick surface.

If you are doing actuall plaster and not joint compound, you will need to apply a plaster bonder before plastering.
