I have a 2005 TNG Venice LX 49cc motor scooter. I have had a lot of problems with it since I bought it in 2006. Right now, the electric start won't work. All I hear is a grinding sound. It will only work if I kick start it. I was thinking it was the battery, but I tested it with a voltmeter and somehow it reads DC 14v (it's a 12v battery) ???? I tried to use jumper cables on the battery and electric starting it that way. Nothing.

If anyone can help, it would be greatly appreciated.
