so i have read a couple articles on line is this how i do it? i am replacing a single window on a 20 pane casement

Now that its all cleaned out, make sure the opening is square, not bowed on the sides or top, etc.
Depending on the width of the flange you'll be putting it against, I'd probably take about 1/4 or 3/8 off both height and width. You want about 1/8-3/16 clearance all around. A little more is probably better since the steel will expand and contract. You don't want it to crack later and have to do this all again.
I know this isn't an exact answer, but yer there, and I'm not.

If this is a new contruction wood windows, you are often limited by sizes. For new construction vinyl windows, you give the dealer/manufacturer the rough opening and they deduct 1/4-3/8 from that measurement. But check the opening first, if not square, you determine what is needed and supply the dealer with 'make size' dimensions.
