I just had a laminate floor installed. There are several butt joints that appear to have been butted too tight and the groove section of the butt seem is bulging up. It looks bad and I am afraid that it will chip off. How does one repair / replace the bad board without removing the whole floor?

Either it was installed incorrectly and/or you have some moisture damage.
Did they take a moisture reading prior to install, and did they install a vapor barrier? Is this on slab or on wooden subfloor?
Have you called the installer about this?

This sounds like a warranty issue. Contact the installation company responsible for professionally installing your investment.
But to answer your question, the floor needs to come up back to the effected area. OIt could be a high spot in the substrate that was suppose to be fixed prior to installation.
