I have a 36" Mitsubishi tube tv that the picture went out on last night. There is sound but no picture and when you turn it off or on a very thin blue line appears across the middle of the screen. Is the picture tube gone or is it another problem?

The crt is not at fault. It's in the vertical section.Try tapping on the side of the set ,if it comes back on then its a bad solder connection .If it does not then its going to be a component.Post the model # ,results of tapping, and if you can solder. Then we will go from there.

I tried tapping on the sides but the tapping has no effect on the tv.The model number is CS 35405.I don't have any soldering equipment and don't have any experience with soldering on electronics.

Then your not going to be able to DIY.The picture is going to look the same after repair as it did before it went out.You might try calling different repair shops and try to get a rough estimate over the phone. The parts to fix the problem are still available.
Then compare the repair price virsus a new tv.The prices have dropped alot on tvs since you bought this one.;)
Let me know if you need some advice on making a decision.

What is the part or component that you think is bad? What kind of estimate do you think I'm looking at?

I don't know your location or the usual labor rates for anywhere but here.I notice economies are different all over the country.
Example,my son paid 300g for a house in seattle,it's half the size of my house here that I paid 70g for.
