My house is 100+ years old. At one time some previous owners tried to remodel the living room. They put up awful particle board ceiling tiles and it looks like they put a light faux plaster treatment over the ezisting wallpaper. There is some cracking and slight bulging places on the wall.
I would like to repair and paint both ceiling and wall and would like to know if it is possible to drywall over what exists rather than rip it all out.
Hopefully, that could be possible since my budget would thank me profusely.
I am welcome to any possible solutions.

You probably can, but it may create problems with trim, door jambs and outlet/switch boxes to due the increased thickness. Another option would be to skim coat the whole thing with joint compound.

If you laminate with drywall, make sure you use screws long enough to secure it thru the plaster/lath and into the studs.
