I have a Kenmore model #: 790.95410100 , Serial # VF12414905. I am getting the F1 error code.

When I turn the power on the the oven the lower heating element will burn bright red no matter what temp the oven is on. It did this 2 years ago and I turn the breaker off and back on and it was fine. It did it out of the blue last night while making dinner. It burned dinner and no matter how many times I turn it off or on via the breaker it will still turn on that lower element and no matter which buttons you push it leaves the element on.

From what I read the ERC needs to be replaced. Does that sound right?

Most likely, you need a new ERC. It sounds like there is a relay that the contacts are welded closed causing the element to heat.
