Hello
I live in a small two bedroom apt. One of the bedrooms is always hotter then any of the other rooms. I have to turn it down to 70 - 73 to cool the room. I have a roof mount AC, The rooms are next to each other. The air filter is just outside both bedroom doors in the hallway. When I change the air filter I can see light. Should this all be enclosed? I took off the air vent to check for blockage. I did not find any blockage. PG&E checked the records for past tenants. They said this unit shows a high electric use. The bills are killing me it is a small apt should not cost $300.00 a month to cool.

No, you should not see light.
Sounds like duct work is not sealed/connected.
Do you have attic space to reach the underside of the unit?
Do you have access to the roof to inspect from there.
May have to resort to a service call and get ducting inspected and sealed.
You maybe trying to cool all of CA.
