There's a lot of good information about the energy efficiency regulations as they pertain to home appliances.
What is your concern with the mandate to eliminate pilot lights from home gas dryers? You do know the "mandate" does not forbid you from owning and using an older model pilot light-equipped gas dryer, it just requires manufacturers of new dryers to meet minimum efficiency standards, and one way to meet that standard is eliminate the standing pilot light. Same thing with gas kitchen ranges and gas furnaces....no more standing pilot lights wasting gas.
