I have a Go-Kart with a Tecumseh HM80 Engine. The motor starts fine but the engine revs to high and with not drop down to idle. If I manually move and hold the linkage it will run in idle but as soon as I let go of the linkage it revs back up. Don't know if a spring should be pulling the linkage to idle or what? This is a go-kart so the drive puts power to the wheels when the engine starts. Please Help. I got this go-kart used from somebody with this existing problem.

You probably have a broken or missing spring on the governor. The governor is a vane that pulls on a spring that tries to maintain whatever speed you set it to. The throttle usually adjusts the spring pressure.
