Have a Lennox HS18, was cooling great then started blowing warm air. The inside fan and fan on outside unit are working. It sounds like a voltage draw ever 5 minutes or so, but the compressor still does not run. The voltage to the outside unit appears to be only 165 volts. Cool air from outside unit fan.

165 is below the lowest operating voltage for that unit.
There is a breaker, or orther voltage problem.
Are you reading the line side or load side of the contactor?
Compressor is off in internal protection. If you don't turn it off it will try and cycle on that switch which will eventually fail and your compressor will be dead.

I checked the white and black wire coming from the disconnect to the contactor

Pull the disconnect and check power going to it. Also check any other 220 outlets you have and see what you get there.
That is a 208/230 volt unit, lowest operating voltage is 187. You've a power problem somewhere.

First check to see which leg of the 240 is weak by checking each leg to ground. That be a test of black to ground, then white to ground. When you find which it is, concentrate on that wire, and associated terminal or socket/buss for breaker, and any other connection outside or inside, where the 240 is derived.
