When I flush my toilet, the bowl fills up (almost completely) and the the bowl drains the water slowly leaving tissue and other items in the bowl. Is there a simple fix for this problem?

Maybe YOU have never seen this problem before, but this is as common a toilet problem as they come. Clogged toilet. Plunge the heck out of it.

Plunging is not as easy as it seems because some of the pressure is diverted when you plunge. Some toilets require quite the workout before you get it free.

Or, some kid dropped object in toilet or you have shelf above toilet and something fell in. Or tampons got flushed down, or paper toweling (doesn't disintegrate well), or something.

Let us know after you plunge away.

If that does not work, check jet hole at bottom of toilet to see if it is mainly limed shut with lime deposits and/or rim holes limed up. Use mirror and flashlight to check rimholes.

If that does not appear to be the problem, use a small mirror (mechanics mirrors you get at auto parts stores are nice) placed down in the bottom of bowl and tilted so yo can see up to the top of the built-in trap of the toilet to see if you can see an object floating up there. You can see with the mirror under clean water. But you may want to shut off the toilet water valve and sponge out all the water from the bowl so that if any object floating at top of trap can fall back down into toilet bowl.
