One more plumbing question. Our outdoor faucet leaks right at the shut off joint inside the house but only when it is turned on. The leak is causing some wall damage so I'd like to fix it.
The pipes are metal - I think copper. The main problem is the pipes also run along the wall in that area (about 3 inches from).
Ideas are appreciated.

I would be willing to bet that it has froze and burst. You will need to replace the faucet
