where is the water shut-off valve on a jacuzzi usually located?

It depends on how the tub is installed. Normally shut offs are close to the point of use. A jet tub in a deck will typically have shut off valves located under the deck.

it's in my bathroom and has 3 walls around it with an access panel thru one of the side walls.

If, and I do mean IF, it has shut-offs, they would normally be right under the spout and faucet controls. It wasn't always required to put cut-offs on tubs, tho I think it may be now.
You may be able to look thru your access panel (which I bet is only for the motor?) and see the piping.
Is this also set up as a shower? If you have a good faucet, there may be cut-offs built in, behind the trimplate.

If you have no shutoffs, then turn the water off at the main shutoff to the house. While you are at it, this is the perfect time to add them.:)
