when engine is running with no load on engine it pops ands sputters and when you cut it off it backfires. i've replaced fuel filter, air prescreener, air filter, oil, and spark plug and nothing has helped, what can be done to get it to run better?

Your choke is most likely sticking shut. These carbs have a black plastic choke shaft that is prone to stick. Pull the choke valve out of the carb throat with a pair of pliers, then lift the shaft out of the carb. Use a razor blade to scrape down the choke shaft all around it, barely removing shavings. Then install the shaft again, making sure to get the return spring back in place properly, and if it moves freely and returns on it's own, reassemble it and your problem should be solved. No $$ for this repair.
