I will be installing a cellular shade in a window with approx. four inches from the window glass to the face of the wall edge. (in other words the window sill is about 4 inches thick. i know i can mount the shade to fall anywhere in the 4" recess space, but is there a general 'standard' that should be followed?

If there's a standard, I don't know it. I'd hold the shade at different depths until you find the place you think looks best.

It should be mounted so that the head is lined up with top outside edge of the window opening. There is no standard so it's what you think looks good to you.

Some like to mount them to the outside edge, but I personally like to put them recessed back into the window. That should show you that there is no standard, and wherever you like the look is where you should put them.

Note- I like to recess them because some people like to have some sill left at the bottom to set little things on and still let the blind close down behind.

(If you are doing standard lift/cordlock type cells) Beware of some cellular shade cord locks that are set at the very end of the headrail. Since the cords need to be angled left or right to release or lock the shades during operation, if you are recessed deeply into the window opening this may be difficult because of the window's side jamb.
