We are re-doing a laundry room and would like to rotate the toilet 90 degrees but we don't want to move the plumbing in the ground. Can we simply rotate the toilet (existing or new) on the same spot it is on now?

Assuming that you have clearance, Remove the toilet, reposition the hold down bolts on the flange, replace the wax ring and re seat the toilet. Plumb in the water and you should be good.

That is not allowed by code, as if the toilet was roughed in properly, it should be approx 12" from the back of the toilet to the center of the flange. Plumbing code dictates that you need a minimum of 15" from a side wall to the center of the toilet/flange.
Can it be done? Yes
Would I want to use a toilet that close to the wall? No
After pulling the toilet you would need to spin the flange accordingly and re anchor it to the floor. Replace wax ring and set toilet. Don't forget about moving the water line as needed.
