A great and safe way to take wall paper of the wall??? Use fabric softner!! Downey Fleecy?? any of those pour a bit in a bucket and wipe the wall paper or border with it!! wait a few minutes ( not letting it dry ) and then take a credit card or bank card (old ones would be an idea but you can use new ones I dont think it will wreck the card) and scrap off the old wall paper!!
I am not sure if this works with concrete walls but it works with drywall walls!!
I took off wall paper that was on the walss for over 40 years in the house I am in now!!
It works great then after all your wall paper is removed wipe it off with some soap and water!!
Cheap and great way to remove wallpaper!!!

Moving77 is absolutely right. We had some wallpaper that we could just pull down in our kitchen, but the soffits were papered and we couldn't get it down to save our lives.
We bought a Paper Tiger, scored the paper, and nothing. Then we put the fabric softener and water into a spray bottle - ratio of about 1 part softener to 10 parts water - and sprayed it on the paper. We sprayed it, smoothed it out with our hands, sprayed on a light second coat, and started pulling. The wallpaper came down in sheets!
My girlfriend likes Downy Silk & Cashmere, so we used that. Worked like a charm!
