I just got done installing a Fleck 7000. Is my water supposed to seem foggy until it settles? It almost seems like little air bubbles in the water....

It sounds like it is just air bubbles.
A new resin bed contans a lot of air attached to the resins. It may be a short time till that bed becomes completely saturated and the 'fogginess' will go away.
There may be other aspects that cause that problem but with the information you have given, that would be my guess.
