Is there any hand saws i could use or a angle grinder best?

You could use a hack saw with a metal blade, an angle grinder with a carbide blade for metal or even a mitre saw or circular saw with a carbide blade for metal.

For just a few of these cuts, put the metal rod in a vise and use a hacksaw with a fine-tooth metal blade.

If you have quite a few to do, a portable bandsaw does a quick neat job of it.

I cut through a 1/2 inch thick piece of metal pretty easily.

The biggest and smallest diameters of the things im cutting are 100mm and 200mm.

I used a hand saw with small teeth. Will this cut neater than an electric saw?

depending on how clean of a cut you want, you could chuck it up in a lathe and use a cut-off tool.

that will give you a perpendicular and clean cut.
