All of the outer walls in my apartment are cement, thus making it very difficult to put up drapes/blinds, etc. I'm having problems drilling & chunks of the wall come out. Are there alternatives to drilling, like some kind of no-nails glue or tack?

You could build a framework of 1x3 trim painted to look like it belongs there.
The bottom can rest on the floor so it needs very few fasteners for stabilizing it, but the top will need to be fastened to the concrete with more fasteners and these will tend to want to pull out, but only slightly.

You say the walls are cement but do you mean concrete or could they be block or brick?.............Drilling is really the best way.
One way for sure you will break concrete or block is to drill too close to the edge.

It might be possible to use construction adhesive on a piece of 1x4 lumber along the top of the window as a place to fasten the curtain rods except this will be more work than just drilling.

Perhaps you could consult the caretaker for a way to do this.

If you don't have the proper hammer drill and bits your not going to get the job done..

I would agree the the liquid nails might work depending on the weight.. You will have to make sure you score the concrete clean where you do this and give your self 24 hours before you try to put any weight on the bracket..

home depot rents bosh bulldog hammer drills and sell the appropriate bits plugs and/or screws..

are you sure these walls aren't cinder block? tha would explain the crumbling..

you could also get someone off craigslist to come by for 40 bucks if you have all the holes pre marked and ya just need someone with the experience and tools..
