This can indicate a plugged or restricted air bleed in the carburetor. A complete and through cleaning of the carburetor will likely take care of this problem.

Check the air filter & the spark plug really close.... In fact replace them even if they look good & use Honda replacement parts. For some reason Honda is really sensitive to good air flow (probably carb venting) & a Quality spark plug.. Fixed a lot like this with just a filter & plug,, But the carb can also give problems as AAwrench says & the best bet is to soak the carb & jets in a carb bath & clean with a spray cleaner & compressed air..
