I have cement exterior walls that are whitewashed using calcium carbonate or hydroxide (lime). This is on a vacation house in Turkey. Some of the walls have been painted with acrylic latex and it stays on. If I just clean the walls with water and paint with acrylic latex it flakes off within a year. There must be a primer or a treatment (acid wash??) that preps the wall for acrylic latex. Does anyone know what to do to get the latex to stay on?

Welcome to the forums!

I don't recall ever painting over whitewash but general adding flood's emulas bond to the first coat of latex paint will help it to adhere to trouble surfaces including chalky masonary.
