I am putting together a budget for a complete kitchen remodel. I have some ideas about all facets except my ceiling. It has a pebbled type ceiling which I want to change to a smooth surface and install new lighting including some recessed overhead. Can some experts on this subject give me some idea as to how difficult a job this is? Ceilings are standard 8 ft. Who exactly do I call to look at a job like this?

I'm not sure I understand the "pebbled" ceiling texture, is it popcorn? Basically you would scrape down the texture and then skim coat with joint compound. Popcorn is easier to remove when wet/damp.
