Painting - Metal lounge chair with vinyl straps - Paint?

This lounger is in excellent condition except the vinyl straps are peeling. They are all tight and were the color white. The metal frame could use a little touch up also.

If I wash it really well with 409 and water, then can I use some type of white paint to restore them? What type of paint can I use on the vinyl strapping? Do they make a spray paint for this? Will it work on the vinyl and the metal?

The metal really isn't an issue to paint but the vinyl is another story.Almost all paints will not work.There are specific spray paints for plastic such as Krylon's Fusion line but I'm not sure if even that would work on a flexible material like vinyl.I suggest trying craft and hobby stores to see if they carry a specialty product for vinyl.I would stay away from most all traditional paints.
