Im fuguring on using exterior oil base primer and then cover it with an latex exterior. that is ok,right.I was told it was.
If it isnt ,then what is rule of thumb when painting outside?

Oil base wood primer is usually prefered over latex primer because it seals and adheres to the wood better. Today latex house paint is usually prefred over oil base because it generally last longer and is easier/cheaper to clean up.

Latex paints can always be applied over oil base primers.

Yes, Latex paint over alkyd primer will be just fine. Just make sure you check the primer can for the "critical recoat time" (if any.) Some alkyd (a.k.a. "ail base") exterior primers MUST be topcoated in a certain amount of time or the topcoat will not adhere properly. (If you wait too long, the primer forms an inflexible "shell" that will not expand and contract with the wood at the same rate the latex topcoat does.)

For some primers, this does not apply, but you must be careful for the ones where it does.
