The sofit over my kitchen cabinets were wall papered, and it was fairly easy to remove. Most pealed right off, and I used fabric softener diluted in water to remove the hard spots. It has left a smooth layer of glue on top of the original paint. Is it OK to paint right over the glue?

Don't paint over the adhesive!
It should disolve with water and come off with a fair amount of elbow grease [a broad knife will help]. If you can't get it off, you need to coat it with zinnser's gardz or a solvent based primer.
