I have a 18 foot high ceiling in our family room. One entire wall is made of windows. They are currently covered with white wood horizontal blinds. I would like to dress them up with some panels but have no idea where to start with measuring, least of all purchasing and installing. Any suggestions short of paying a fortune for custom draperies?:confused:

Folks with tall windows tend to have a problem. Window treatments don't exist unless you go custom. J. C. Penney's long length is 108". If you can sew, you can make your own panels. Depending on decor, you may get away with just valances and blinds.

Twelvepole is right, you won't find panels this long in readymades, so you'd either need to make them yourself or just hang valances over shades or blinds.
To measure, get a thick tape, like Stanley's Fat Max, and have someone help by holding the tape up against the wall, so you can get it up to the top. To install you're going to need a very tall ladder.

as for the panels, maybe you could luck out and find some panels on ebay or ordering through an online company to your specs.. i think finding what you want is ebay is a long shot..
JC penny may be a good place to look for 16' panels for a decent price..
or you could go to a local design store and look through fabric samples, right down what you like, and then go online and see if you can purchase the fabric yourself through someone online.. Come back here and we will figure out how much you need..
Go to craigslist or google maps and find a drapery workroom in your area that you can call directly.. Someone will be willing to make panels for you if you say "cash" and you have all the fabric. they should take em 4 or 5 hours labor $ 40 -80 and hour.. Just make sure we know what the finished length needs to be and the finished width.. this will all be determined by your hardware and some decision you have to make..
I would recommend as a homeowner dealing with this for this first time, it may be a good idea to install your hardware first.. This was you can be sure your not doing things three times and making extra holes all 16 feet in the air.. Just take a measurement from the floor to where the top of your drape will be.. subtract your deduction you want it to hang off the floor and you have your finished length..
you will have to decided how full you want them and if they will function blah blha blah to determine what your finished width will be..
