Yes, the L-shaped piece is wall angle. You nail or screw it to the wall where ever you need to. If you have a pipe going down the wall you'd probably just run the wall angle up to it on one side, then start again on the other side. Your ceiling tile would then need to be notched to fit around the pipe. If you have something larger than just a pipe, or maybe a lot of pipes in a small area, then you might want to box in that area with a wooden frame... make something [ shaped around the pipes, and then screw the wall angle to your frame and go around the obstruction that way.

Before you get too deep, you may want to get detailed instructions on this. Yes, the L brackets go on the wall around the perimeter. You need to determine a level line around the perimeter before you install this L bracket. You drive nails through the metal into the underlying studs or top plates. Check with one of the big box stores for those instructions and/or go to the Owens Corning site to see if they have a PDF version you can download.

You can either choose to keep the pipe exposed, with the pipe hangers poking down out of the ceiling tiles... or you can frame in a U shaped enclosure to close in the pipe, and then screw your wall angle to the sides of the U shaped enclosure at the same height as the rest of the wall angle.
